The 20th Infantry was first lead by General George Sykes in the battle of Bull Run. This amendment, ratified in 1964, forbids the national and state governments from charging a poll tax in order to vote in any election. Still, the basic requirements of the job meant that editors had to learn reading and writing, as well as the basics of grammar, style, and composition. (Although exact statistics are murky, anecdotal evidence suggests that most Americans did know how to read, though ability to write was apparently much less common.)
